The following rules form part of the incumbent BID Proposal that was put to ballot in October 2025. The term of the BID is 1 April 2026 to 31 March 2031.
- A BID levy of 1.75% of Rateable Value will be charged on all qualifying hereditaments listed in the 2023 local Non-Domestic Rating List as of 31 March 2026.
- All new hereditaments entering the Rating List after 31 March 2026 will be levied at 1.75% of the rateable value in the prevailing list.
- The rate applied to charitable hereditaments will be 1.05%.
- A threshold of £40,000 Rateable Value will be applied, thereby exempting any businesses within the BID area falling below £40,000 Rateable Value.
- The BID levy will increase by an inflationary factor of 3% (rounded) in successive years.
- The term of the BID will be five years from 1 April 2026 to 31 March 2031.
- The BID levy will be charged annually in advance for each chargeable period from April to March each year, starting in 2026. No refunds will be made.
- In the case of empty or untenanted premises, the property owner will be liable for the BID levy with no void period and will be entitled to vote.
- A cap on annual levy payable will be set at £20,000 per hereditament.
- For businesses operating multiple properties under the same trading name, if their annual combined BID levy liability exceeds £45,000, their total contribution is capped at this amount.
- Reliefs and discounts do not apply to the Sheffield BID levy.
